Evaluation of the Pulaski County CAPE Initiative



Client: Eastern Pulaski Community School Corporation
Term: February 2000–December 2004

The Pulaski Alliance for Community Education (PACE) is an initiative of the Pulaski County Community Foundation enabled through a three-year Community Alliances to Promote Education (CAPE) grant.

The PACE initiative is composed of four programs:

  • Parents as Teachers
  • Preschool and Childcare Provider Incentive Program
  • Staff Development
  • Adult Learning

The first two years of evaluation focused on implementation processes. The third and last year is summative, analyzing data needed to support judgment of program benefits and impact. The evaluation collects data from multiple primary and secondary sources. It links the data to various targeted stakeholder groups (i.e., individual, family, educational service providers, schools, and community). The evaluation is also responsive to stakeholders by providing recurrent feedback to guide program improvement.
