Evaluation of Teacher Preparation and Support in Estonia
Client: Social Studies Development Center and the Jaan Tõnisson Institute (Tallinn, Estonia) Term: November 2000–June 2001
The Social Studies Development Center asked the Center to assist with surveys of Estonian teachers on civic education issues. The Center designed and tested survey instruments in Estonian and Russian, oversaw their implementation, and prepared the data for analysis. Teachers shared opinions of the civic education curriculum and materials provided for their use as well as about in-service training and support they received. These teachers were selected to represent ethnic, socio-economic, and geographic differences found in Estonia. Information from the surveys will be used by the Jaan Tõnisson Institute, which helped add civic education to the national curriculum, to better target its support of education at the local and national levels in Estonia.
