Impact Study of the Ohio Local Report Card Project
Client: Ohio Department of Education Term: November 1999–June 2001
The Ohio Department of Education began issuing report cards on the performance of all public schools, after the state legislature called for greater accountability in public schools. The intent is to provide parents and community members information about general levels of student achievement on defined key performance measures and act as a catalyst for school improvement.
The Center conducted a comprehensive 18-month impact study of the Local Report Card program, documenting expected as well as unexpected effects. Statewide telephone surveys of parents, teachers, administrators, and the general public were conducted following release of the report cards. More in-depth interviews, school observations, and case studies were conducted in districts targeted to represent a range of demographic factors and performance ratings.
