Evaluation of the Cleveland Scholarship (Voucher) and Tutoring Program
Client: Ohio Department of Education Term: April 1998–June 2004
One of the most hotly debated educational experiments in the country, the Cleveland Scholarship and Tutoring Program was only the second state-funded voucher program in the U.S. The program provides low-income, inner-city families with vouchers to defray the cost of tuition in private schools. At seven years, The Center's evaluation of this program was the longest running evaluation of a publicly funded voucher program in the U.S. The Center examined various aspects of the program, including its impact on student achievement, parent involvement, teachers, and schools. Data was collected using the following methods: - Telephone interviews
- Face-to-face interviews
- Focus groups
- Written surveys
- Student testing
