Study of Special Education Service Delivery in Indiana
Client: Indiana Department of Education Term: July 2005–June 2008
Since 1973, special education planning districts have been used as the mechanism to deliver educational services to students with disabilities in Indiana. School corporations can provide services directly, functioning as their own planning district, or they can develop multi-corporation sharing arrangements. Most school corporations have joined together to form planning districts that are commonly referred to as special education cooperatives, or “co-ops.” The Center for Evaluation & Education Policy (CEEP) was contracted by the Indiana Department of Education’s Division of Exceptional Learners to examine the different governance structures and service delivery models in place in Indiana to determine if any particular model is more efficient than others in driving more dollars to instruction rather than administration, while producing greater achievement results.
