Indiana's foundation program: A conceptual introduction contains sections describing (1) the history of school finance in Indiana, (2) an overview of Foundation Programs and how this type of funding program is implemented in Indiana, and (3) the intuition behind the various formulas used in the state’s Foundation Program.
