Analysis of Teaching American History Grantee Evaluation Designs under the Teaching American History Program

Client: U.S. Department of Education
Term: June 2004–November 2004

This analysis of the scientifically based evaluation designs uses three panels of methodological and content area experts to review the thirty-nine Teaching American History grants. Each panel consists of three persons, including one with specific expertise in history education and two with expertise in experimental and quasi-experimental design.

To increase consistency across panels, CEEP has developed and is utilizing a structured protocol for reviewing and scoring each grant, which consists of a scoring rubric that allows for both quantitative scoring and qualitative assessment and recommendations for improvement. Panel members individually use this to review and analyze each grant and provide detailed commentary. Finally, the experts from the panels will provide additional assistance and consultation to resolve technical design or measurement issues with up to fifteen grantees.
