Study of Indiana’s 21st Century Scholars Program
Client: Lumina Foundation for Education Term: September 2001–June 2002
Indiana’s 21st Century Scholars program provides low-income students with financial support for college if they agree to be drug and alcohol free and maintain at least a C grade average in high school. The project was conducted in partnership with the Indiana Commission on Higher Education, the Indiana Career and Postsecondary Advancement Center and the State Students Assistance Commission of Indiana.
This study included:
- Assembling a database to assess the program’s impact
- Developing an analytic model and a descriptive analysis on the matriculation patterns for 21st Century Scholars compared to other high school students
- Conducting an impact analysis of the program on first-time enrollment
- Preparing a comprehensive policy report that combined previous research on the program with the research from this study
