    Robert K. Toutkoushian is an Associate Professor in the Department of Educational Leadership and Policy Studies in the School of Education at Indiana University, and is an affiliated faculty member with the Center for Evaluation and Education Policy. He earned his doctorate degree in economics from Indiana University in 1991, with a concentration in econometrics and finance. He is currently the chair of the Education Leadership program, and teaches courses to doctoral and masters students on school finance, budgeting and accounting (A635), economic applications to education (A631), quantitative methods in education research (Y502), and econometric applications to K-12 and postsecondary research (A670).

    Dr. Toutkoushian’s research centers on issues relating to the application of economic principles and theories to education issues at both the K-12 and postsecondary levels, with particular concentrations in faculty compensation and K-12 school finance. He regularly publishes the findings from these studies in peer-reviewed academic journals, and has presented his work at conferences including the Allied Social Science Association, the Association for the Study of Higher Education, and American Education Finance Association, and the Southern Economics Association. Dr. Toutkoushian also serves as the Editor-in-Chief of the series New Directions for Institutional Research.

    Dr. Toutkoushian holds degrees from Indiana University of Pennsylvania (B.A. in economics) and Indiana University (M.A. and Ph.D. in economics).

    Dr. Robert Michael is a research scientist with strong experience in policy analysis and statistics. He is particularly known for his leadership and research skills in the areas of school-funding formulas and finance. Dr. Michael meets regularly with members of the Indiana General Assembly and the State of Indiana School Finance Issues Group to discuss his research findings.

    Dr. Michael holds degrees from Goshen College (B.A. in English), Western Illinois University (M.S. in experimental psychology), and Indiana University (Ph.D. in educational psychology). His areas of specialization are learning and cognition, measurement, research methods, and statistics.
