Jonathan A. Plucker, Ph. D.

Dr. Jonathan Plucker is a professor of educational
psychology and cognitive science at the Indiana University
School of Education. His research interests include
creativity and intelligence, school reform, and talent
development. Dr. Plucker’s vision of how
CEEP services can support decision makers is evident in CEEP’s many projects.
Dr. Plucker holds degrees from the University of Connecticut (B.S. in chemistry
education; M.A. in educational psychology) and the University of Virginia (Ph.D. in educational
psychology with an emphasis in statistics and research methodology).

Patricia A. Muller, Ph. D.

A prominent figure with clients, Dr. Patricia Muller has managed and assisted
many of CEEP’s projects in recent years. As associate director, she has additional responsibilities
to assist the director with CEEP’s development and management as well as coordinate other research
staff. Dr. Muller has also taught doctoral courses at the Indiana University School of Education
on qualitative research.
In the field of evaluation, Dr. Muller is known
particularly for her experience and expertise with both quantitative
and qualitative research methodologies. She holds degrees from Binghamton
University (B.S. in applied social sciences) and Indiana University
(M.S. in college student personnel administration; Ph.D. in higher
education).
Associate Director for Education Policy
Terry E. Spradlin

Terry Spradlin is the Associate Director for Education Policy. In this position Mr. Spradlin serves as a manager for the Center’s policy-related projects, with an emphasis on P-16 projects. In addition to daily oversight of a range of policy projects, he takes a lead in pursuit of external funding to support these activities. Mr. Spradlin regularly interacts with state policymakers and other educational leaders on behalf of the Center.
Before joining the CEEP, Mr. Spradlin served as the Legislative and Policy Analyst with the Indiana Department of Education. He represented the department in legislative matters and developed the department’s K-12 education policy agenda. He coordinated information between state legislators and the department as well as conducted policy research on key issues. Mr. Spradlin regularly communicated with the public and members of the press about K-12 education issues.
Mr. Spradlin holds a Bachelor of Science in Public Affairs and a Master of Public Affairs from Indiana University. He lives in Greenwood with his wife, Kerry, and children Joshua and Abby.

Jeff De Witt works to increase CEEP’s awareness among a broad spectrum
of agencies, organizations, and individuals. He helps clients and prospective clients
discover how their need for objective evaluation and research could be met through CEEP.
De Witt also supports collaborative efforts between CEEP and its associates and oversees
the management of its facilities and technological infrastructure.
From his experience in organizational marketing,
planning, and management, De Witt understands the importance of
reliable evaluation and research for clients who make critical decisions
about direction and resources. Prior to joining CEEP, he spent over
20 years developing and managing national and international nonprofit
organizations. He holds a degree from Ball State University (B.S.
in sociology and history).
